Order of Council issued August 3rd prohibiting exportation of coal from United Kingdom to all places except
British possessions and protectorates. It is desirable that
similar proclamation should be issued in Colony under your
Government prohibiting export to all places except United King-
dom, British possessions and protectorates, but there is no
reason why subject to local and naval requirements licences
should not be freely granted for export to allied countries.
As regards neutral countries following procedure should be
observed:-
Exporting firms should receive unofficially and be
requested to communicate to any importing firms abroad the
following statement of conditions under which coal is supplied
to them, namely:-
(1).
That no coal of any kind or origin is furnished
directly or indirectly (a) to any vessel belonging to
enemy countries, (b) to any vessel known to trade
with onery countries, (c) to any vessel or firm name
of which is specially notified.
(2). That no coal is used in the production of goods or by
products of distillation of military valge which is
furnished directly or indirectly to enemy countries.
That no coal is sold by one importer to another
importer without express authority
(3).
Infringement of these conditions will involve the
refusal of further licences. Copy of above statement should
also be sent by exporting firms to consignees with each con-
signments of coal. Object is to employ unofficial action of
exporting firms in order to secure fulfilment of conditions.
